Intriguing to hear what Microsoft is defining as sovereignty. My understanding of EU digital sovereignty is that we want independence from manufacturers who retain control of how we use their products/services. If your vendor can shut down your service — by definition — your use is not Sovereign.

After reading the article I noticed one potential challenge here is vendor lock in. Even if organizations gain more control over where their data lives and how workloads operate, how easy is it to move away from the Microsoft ecosystem entirely without major costs or disruption? True digital sovereignty should include not just control, but the freedom to switch providers when needed. What are your thoughts?

The fundamental contradiction remains very visible. The US cloud act legally compels American service providers to produce data upon request, meaning absolute digital sovereignty via a US corporation is an ongoing legal impossibility. The proposed solutions in the blog expose the technical limits of this approach, why ? Operating an Azure local environment on disconnected private hardware is simply traditional onpremise hosting reliant on a proprietary software stack. A company might own the physical servers & sever the network cables, but they are still running a closed source system. True digital sovereignty requires the ability to audit the technology independently. Local security agencies are legally prohibited from inspecting the compiled binaries of Microsoft software. They cannot verify the underlying mechanics and/or write their own internal security modifications. The organisation remains permanently dependent on a foreign software supply chain. EU public institutions are actively shifting toward open source platforms & domestic providers specifically to escape this type of extraterritorial legislation. Rebranding disconnected virtualization as a new product does not alter the underlying jurisdictional reality.

What would be the key outcomes and business values it brings for MS cloud user Satya Nadella

Great to see digital sovereignty evolving beyond data residency toward a more comprehensive approach to control, resilience, and operational independence. As AI agents become more deeply integrated into enterprise workflows talking from the first hand experience, questions around where they run, what data they can access, what actions they’re authorized to take, and how those actions are governed become increasingly important. The workload-based approach is particularly compelling: combining cloud innovation with the right level of control, security, and resilience for each workload. Trustworthy agentic AI requires not just intelligence, but also clear boundaries, governance, and operational accountability.

For organizations handling sensitive workloads, sovereignty is about more than where data is stored. Control over access, operations, and compliance matters just as much, especially as AI becomes part of critical business infrastructure.

Paris was a good place to announce this. I expect sovereign cloud to come up a lot at GTC Berlin this week.

Does Microsoft have a road map for CADA compliance offerings, by 2028/2029?

Then the underlying issue remains; EU users cannot be guaranteed continuity of service that complies fully with EU GDPR. Including the word “sovereign” is misleading marketing.
