Historically, European Union (EU) imports valued at less than €150 were exempt from customs duties under EU’s de minimis policy. On July 1, 2026 the €150 customs duty exemption was removed and replaced with a flat €3 customs duty.

In addition to this change:

  • EU customs will require Product Identifiers (PIDs) on B2C imports starting November 1, 2026.
  • EU customs will apply a €2 fee per HS6 code.

What are Product Identifiers and when are they required?

Product Identifiers (PIDs) are a set of codes that allow EU customs to identify the manufacturers, sellers, and products of imported goods. On July 1, 2026 the EU started to accept these codes, but they are not required until November 1, 2026.

All three codes make up a shipment’s PID and will be required:

  • Merchant Product Identifier: Your unique code to identify goods (i.e. SKU, item code, or product code).
  • Non-standardized Manufacturer Product Identifier: A manufacturer or product supplier’s unique product code.
  • Standardized Manufacturer Product Identifier: A code provided by a governing body to a manufacturer or producer where their unique product(s) meets the industry standards. Often identified with a bar code, ISBN, EAN or GTIN.

How to provide PIDs and stay compliant with EasyPost

How will the HS6 code fees be applied?

DHL eCommerce

See the service levels and their details below. For the most predictable customer experience, DHL eCommerce recommends shipping with Parcel International Direct (PLT DDP).

Parcel International Standard (PLY DDU) and Packet International Standard (PKY DDU):

  • Consignees may be required to pay Value-Added Tax (VAT), applicable duties, and the newly implemented €2 per HS6 at delivery.
  • This may occur even where VAT is collected at checkout through IOSS.
  • In cases where VAT is collected twice, merchants may need to refund the VAT paid by the consignee at delivery.

Parcel International Direct (PLT DDP):

  • Packages will have the fee passed through on Duties & Taxes invoices under the “Fee” field.
