Select U.S. imports will be subject to mandatory electronic filing (eFiling) for Certificates of Compliance (CPC/GCC) by the U.S. Consumer Product Safety Commission (CPSC). Failure to comply may lead to delays or detention for your shipments.

What goods are impacted?

The CPSC has a list of all flagged HTS codes here. Roughly 600 Harmonized Tariff Codes (HTS) are listed and will be impacted regardless of their declared value. The list includes common consumer goods such as clothing, jewelry, shoes, toys, and many more goods.

What information do I need to share to comply?

Shippers should be aware that CPSC rules apply to each SKU. The Importer of Record (IOR) is legally responsible for certificate accuracy. Incomplete or missing data may result in delays, RTO, or placement on hold for examination or detention by authorities.

You will need to either:

  • Provide a full certificate data set
  • Use the Reference method, where you reference a pre-registered certificate

Today EasyPost supports the Reference method for users who have already registered their products with the CPSC.

How do I use the Reference method with EasyPost?

To maintain CPSC compliance through EasyPost, you’ll need to provide three identifiers for your per item. See the table below for the correct object for each ID, and see our documentation guide for more information.
