Personalised Learning at National Scale

A personalized tutor for every student, and an assistant that returns planning hours to every teacher.

Through a multi-year agreement with Qatar's Ministry of Communications and Information Technology (MCIT), Scale is one of the partners contributing to AI adoption across government entities. An earlier post in this series looked briefly at Scale’s work supporting AI adoption in education. This post provides a closer look at the AI platform developed in partnership with the Ministry of Education and Higher Education (MoEHE), and explores its implications for students, teachers, and administrators.

The Constraint

In education, teachers manage lesson preparation and planning, delivery, grading, and other administrative tasks, alongside their core responsibility of teaching, all within a limited number of hours each day. The sheer volume of work to be done, and the ratio of teachers to students across a national school system, make personalized educational instruction a real challenge, even for the most talented practitioners.

Access to student data further compounds the challenge. Records sit across LMS platforms, textbooks, worksheets, and individual lesson plans, with no unified view of progress. Teachers must manually compile information for each student to identify where they may be falling behind, meaning learning gaps may only become apparent during assessments rather than as they develop.

In the past, access to sustained one-to-one support outside the classroom has varied considerably between students. AI-powered learning tools create an opportunity to make additional, curriculum-aligned support more widely accessible.

The Partnership

Under MCIT's national government AI agenda, MCIT enabled the collaboration between MoEHE and Scale to develop an AI-powered learning platform to meet the needs of students, teachers, and administrators. MoEHE's E-Learning and Digital Solutions Department leads the educational and functional requirements, curriculum alignment, implementation framework, and evaluation of educational outcomes.

The design principle is that AI takes on repeatable, time-consuming work so educators can focus more on teaching and individual learners. That produced three integrated capabilities, each designed for a distinct user group.

Three Capabilities

For students, an AI tutor aligned with Qatar's national curriculum offers a study mode for mastering theoretical concepts and a practice mode that guides students through problems step by step. Students can ask questions in plain language, including Arabic, and receive tailored explanations and adaptive practice exercises, providing additional guided learning support outside the classroom.

For teachers, an intelligent assistant supports the development of lesson plans and homework and is designed to reduce the time required for lesson preparation. Every output moves through a review interface where the teacher can edit, approve, or reject it. Teacher’s feedback helps the system refine its outputs, and improve its accuracy over time.

For administrators, dashboards provide a real-time view of student progress, engagement, and learning gaps at the individual student and class levels, supporting data-driven decisions on curriculum and resource allocation.

What Changes

The potential multiplier is coverage: teachers can support more students while gaining greater visibility into individual learning needs. Teachers continue to decide how best to support a student who may be struggling, while the platform is designed to provide better visibility into who needs help and additional tools to provide it.

Reducing the time required for planning and administration allows teachers to dedicate more time to instruction and student support. At the same time, dashboards can help identify where additional attention may be needed, enabling educators to respond to learning gaps as they emerge.

By making curriculum-aligned guided support available through the platform, the initiative aims to broaden access to additional learning support across schools and student communities.

Governance

AI-generated content is validated against national curriculum standards, while teachers retain control over what reaches their students. The platform maintains role-based access controls and data-protection measures appropriate to student data, alongside ongoing evaluation of accuracy, safety, and educational impact.

What Comes Next

Over the longer term, the platform is designed to provide a more detailed national view of areas where students consistently face learning challenges. These insights can help inform curriculum design and resource allocation at the policy level.
