Ripple receives final OCC approval to establish Ripple National Trust Bank

Ripple, a blockchain solutions company, announced Oct. 26 that the U.S. Office of the Comptroller of the Currency (OCC) granted final approval for Ripple National Trust Bank, a federally supervised national trust bank, according to its press release. The approval follows conditional OCC approval in December 2025.

Ripple said the bank's approved activities include managing the segregated reserves supporting Ripple USD (RLUSD), a stablecoin, acting as collateral trustee of those reserves for the benefit of RLUSD holders, and providing fiduciary digital asset custody services.

RLUSD will continue to be issued by Standard Custody & Trust Company, Ripple's limited purpose trust company regulated by the New York Department of Financial Services, according to the release. Ripple said the new bank adds federal supervision to the regulatory framework supporting RLUSD.

Big news heading into @RippleSwell: the @USOCC has granted final approval for Ripple National Trust Bank. This gives Ripple a federally supervised platform to support $RLUSD and provide digital asset custody to enterprises. We’ve always said crypto and banks work better together — this is what that looks like. Real innovation, real accountability, federal oversight. The revolution isn't happening outside the system. It's happening from within it.— Brad Garlinghouse (@bgarlinghouse) October 26, 2026

ICE and Trade[XYZ] plan a U.S. perpetual futures venue, pending CFTC approval

Intercontinental Exchange (ICE), the parent company of the New York Stock Exchange, announced Oct. 29 that it is teaming up with Trade[XYZ], a builder of markets on Hyperliquid, to bring perpetual futures to the U.S., according to its press release and CoinDesk.

The planned venue would be a dedicated U.S. market with new exchange and clearing infrastructure, and it is subject to approval from the Commodity Futures Trading Commission (CFTC). It would list contracts tied to equities, indices, commodities, currencies, and crypto through participating brokers and platforms.

ICE is also making a strategic investment in Trade[XYZ], and terms were not disclosed. Trade[XYZ] said it will share details on products, eligibility, and timing as approvals progress, and its existing Hyperliquid markets will continue to operate alongside the U.S. venue, according to CoinDesk.

trade[XYZ] and ICE, owner of the New York Stock Exchange, are joining forces to bring 24/7 perpetual futures on Hyperliquid to the United States. In just over a year, our markets on Hyperliquid have surpassed $650 billion in volume. They provide continuous price discovery for stocks, indices, and commodities, and have become trusted reference points for retail and institutions alike when traditional markets are closed. Much of the world trades them. Until now, Americans could only watch. We intend to change that. Subject to CFTC approval, trade[XYZ] and ICE plan to establish a new, dedicated U.S. market, with novel exchange and clearing infrastructure built on Hyperliquid. Planned contracts span equities, indices, commodities, FX, and crypto, with access through participating brokers and platforms. We’ll share more on products, eligibility, and timing as approvals progress. ICE brings more than 25 years of experience operating regulated markets, clearing, and managing risk. trade[XYZ] brings the product development, market design, and technology behind the most liquid and robust markets on Hyperliquid. Innovation and the protections of U.S. regulation shouldn’t be a trade-off. Together, we plan to prove it. ICE is making a strategic investment in trade[XYZ] and joins us in building towards the future of Hyperliquid. A small group of market luminaries is joining as well, beginning with Stan Druckenmiller. For more than four decades, few investors have anticipated the great turns in markets as often as Stan. We’re proud to have him with us for the next one. We’re building the U.S. market in parallel with our existing HIP-3 markets, which we’ll continue to expand and innovate on. We expect both to flourish. They each have a long road map ahead, from new asset classes to new ways to trade them. To the Hyperliquid community, whether you were here before us or came because of us, thank you. You took a chance on new markets and you made them matter. You’ll forever be a part of this story. Anything. Anytime. On ICE[XYZ].— trade.xyz (@tradexyz) October 29, 2026

Binance reports a security incident and estimates $6.3 billion in impact

Binance disclosed a security incident on Oct. 29, as reported by NBC News. In a follow-uppost on X on Oct. 30, Binance Co-CEO Richard Teng estimated the total impact at about $6.3 billion, with about $3 billion frozen onchain so far in coordination with blockchain partners. Binance said it will cover all losses using its Secure Asset Fund for Users and company funds.

Binance stated it temporarily suspended withdrawals while it completes a security revamp of its withdrawal service and related addresses, and that deposits are unaffected. The company said it has revoked the affected address authorizations and engaged law enforcement and blockchain intelligence partners to trace and recover funds.

Binance said its initial investigation suggests the incident may have started with a compromised engineer's laptop, which gave an attacker access to a service container used to submit unauthorized withdrawal transactions, and that it has found no evidence of a wallet private key leak. Binance said it will publish a detailed technical post-mortem once the investigation is complete, and an updated proof of reserves once remediation is complete.

I want to speak to you directly about what happened. Bottom line - your money is safe, and we're covering every loss. Our initial investigation suggests this security incident may have started with a compromised DevOps engineer's laptop. That gave an attacker access to a service container, where they submitted unauthorized withdrawal transactions. To be clear: the attacker did not simply use one engineer's permissions, and this was not a single "one-click" action. It involved a more complex attack process. Our investigation has not attributed responsibility to any individual. So far, we have found no evidence of any wallet private key leak. We'll share a detailed technical post-mortem once the investigation is complete and every fact is verified - and publish an updated Proof of Reserves once remediation is complete. What you need to know: • Your funds are safe • Binance will cover all losses from the SAFU fund and company funds • Estimated total impact: ~$6.3B, with ~$3B frozen on-chain so far, in coordination with our blockchain partners • No evidence of any wallet private key leak • Deposits are unaffected and operating as normal What we've done: • Temporarily suspended withdrawals while we complete a security revamp of the withdrawal service and its related addresses • Revoked the affected address authorizations • Engaged law enforcement and blockchain intelligence partners to trace and recover funds Our team hasn't stopped. We're working closely with law enforcement to ensure the matter is handled appropriately - and I'll share what I can, as soon as I can.— Richard Teng (@_RichardTeng) October 30, 2026

Rhizome opens its 2026 Microgrants call for web-based digital art projects

Digital art organization Rhizome announced its 2026 Microgrants open call on Oct. 26 for creative projects related to digital art and networked culture, with applications due Nov. 20. Since 2014, Rhizome has awarded small grants of $500 to $1,500 to support the creation of new web-based works. Rhizome said anyone can apply, and applicants do not need to identify as an artist or have previously made art using digital technologies.

Rhizome is accepting proposals in four categories: PERMANENCE, presented in partnership with Larva Labs, MISUSE, HANDMADE, and CO-OP. PERMANENCE asks artists to reflect on the practice of keeping something alive over time. MISUSE invites projects that misuse the technologies they depend on. HANDMADE invites digital projects that use handmade processes, and works in that category should not be made with AI. CO-OP invites projects made by multiple collaborators, collectively run websites, multiplayer games, and works that turn shared internet spaces into sites for art. Proposals will be reviewed by Rhizome staff and a jury that includes Larva Labs, Natalie Stone, Joygill Moriah, Herdimas Anggara, Rahel Aima, and Annie Rauwerda, according to Rhizome.

Rhizome is also offering an additional grant, the Terrell Davis Microgrants Fund, in partnership with Joygill Moriah and Liz Mputu of LVLZ Healing Hub. The fund supports artists who exemplify the legacy of digital artist and curator Terrell Davis, and work that speaks to Black and Afrodiasporic experiences. Projects in any category can opt in to receive the additional funding, and Mputu is funding the grant this year, according to Rhizome.

Hollywood Hills film project ties digital collectibles to its story

Hollywood Hills, an OpenSea partner, is a film project whose creators say they are giving the community a role in how the story unfolds, according to the project's collection page. According to apost on X from the project, Hollywood Hills is backed by the co-founders of The Sandbox. The project's story refers to an event called "The Night of the Comet," when the sky over Los Angeles turned purple a century ago.

The project includes a collection of 3,000 digital collectibles on Ethereum called Hollywood Hills Villas, with artwork by London-based illustrator and animator Steve Scott. According to the collection page, each Villa is a unique address in the project's story that holds a clue to Hollywood's buried history. Holders can access a holder-only Discord, an investigation game called The Black Fire Archive, and early access to a prequel comic.
