HCLTech’s AI Impact Imperatives, 2026, research found that 87% of organizations are already using GenAI or Agentic AI in IT operations, 86% in software development and 79% in physical environments, production operations manufacturing and R&D. Yet only 21% say their data estate is modernized and operational. That gap separates AI ambition from the enterprise foundation required to deliver it reliably and securely at scale.
- The enterprise has changed. The foundation must change with itEnterprise architecture has changed faster than many of the technology estates beneath it. AI depends on accessible, reliable and governed data. Sovereignty, compliance and security also shape where that data is stored, how it is processed and who can access it.Our research found that 90% of organizations consider data modernization important for operating compliant and Responsible AI systems, while 87% say it is important for improving model accuracy and reliability. Security vulnerabilities unique to AI were cited by 34% as a barrier to adoption, while 28% cited technical debt and difficulty modernizing legacy applications and data sources. The enterprise foundation therefore needs to become more adaptable, governed and resilient, allowing technology to respond to changing business priorities without creating new constraints.

- SQL Server is now a strategic decisionSQL Server remains a dependable foundation for critical applications and business processes. The strategic question is whether the infrastructure and operating model around older estates still meet today’s requirements.SQL Server 2016 reached the end of Extended Support on July 14, 2026, while Extended Security Updates for Windows Server 2012 and 2012 R2 end on October 13, 2026. Organizations affected by these milestones need to decide whether to upgrade, extend protection, refresh infrastructure or modernize. The economics are also changing. On-premises estates require continued investment in infrastructure, licensing, maintenance, resilience and specialist skills. Omdia’s analysis of Azure SQL Managed Instance’s next-generation General Purpose tier reports up to 58% lower total cost of ownership and 60% fewer administrative hours. These are potential outcomes rather than guarantees, but they indicate the scale of benefits that modernization can create. Leaving the estate unchanged also carries an opportunity cost. HCLTech found that 96% of organizations face challenges with legacy applications, while in the software engineering function, 75% expect to rely on AI tools for the productivity and efficiency needed to achieve their modernization goals.

- Choose the right destination for each workloadModernization does not require one destination for every workload. Microsoft provides SQL Server on Azure Virtual Machines for organizations that need greater control, Azure SQL Managed Instance for established SQL Server workloads and Azure SQL Database for applications moving toward cloud-native architectures. The appropriate destination depends on the requirements of each workload. For many enterprise estates, Azure SQL Managed Instance is a practical modernization target. It combines broad SQL Server engine compatibility with a fully managed, up-to-date platform. Microsoft manages much of the underlying operational work, including updates and automated backups, reducing overhead while allowing many existing SQL Server applications to move without wholesale redevelopment. The compute foundation also matters. Azure SQL Managed Instance offers configurations based on Intel Xeon processors, and the target configuration should reflect the performance, memory, scalability and cost requirements of each workload.Moving to a managed platform gives organizations greater flexibility to align compute with workload demand and evolve the environment as requirements change.

- Modernization without unnecessary disruptionA successful migration starts with understanding what is being moved.Assessment needs to extend beyond servers and databases to the application, the business processes and workflows it supports, its strategic importance, dependencies, performance profile, data sensitivity, compliance requirements, resilience needs and the consequences of disruption. That context determines the migration strategy. A database supporting a critical production process, revenue-generating service or regulated operation may require a very different approach from a lower-criticality workload. Our DBMyAssess provides automated discovery and assessment, while DBMigrate supports the industrialized execution of migrations. The objective is to determine where, when and how each workload should move and establish the evidence needed to validate the result.Migration can then proceed in controlled waves using compatibility validation, performance baselines, rollback planning and low-downtime techniques. For suitable scenarios, the Managed Instance link enables near real-time replication between SQL Server and Azure SQL Managed Instance, helping reduce interruption during migration. The goal is to make migration risk visible, measurable and manageable before the workload moves.

- Security, sovereignty and resilience by designModernization creates an opportunity to strengthen the controls around critical data and applications. For organizations operating across jurisdictions, sovereignty can influence where workloads run, how data is accessed and governed and what operational controls are required. This becomes particularly important in regulated and critical environments.Azure SQL Managed Instance includes built-in high availability, automated backups and recovery capabilities. Microsoft manages database engine backups within Azure, supporting point-in-time restore and configurable retention requirements. The wider relevance increases as AI scales. Security vulnerabilities, technical debt and legacy integration remain significant barriers to AI adoption. Modernizing the underlying data foundation supports the governance, resilience and control required as those data assets become more important to AI-driven operations.

- From modernized SQL to an AI-ready data foundationModernizing SQL Server creates one of the foundations needed to execute an AI strategy with confidence. Our research shows the scale of the gap: only 21% of respondents say their data estate is modernized and operational, despite the importance organizations place on data modernization for compliant AI and model accuracy. A modernized Azure SQL environment provides a stronger starting point for connecting transactional data with analytics, Microsoft Fabric and AI services. Azure SQL Managed Instance also supports near real-time replication into Microsoft Fabric, giving organizations another route for extending operational data into analytics and AI workloads. This supports a progressive path in which workloads can be modernized according to business value, technical readiness and strategic need:Legacy SQL > Modernized SQL > Governed data > Advanced analytics > AI at scaleModernization creates optionality. Organizations can address the workloads that matter most today while establishing a governed path toward new analytics and AI capabilities.

- Ecosystem strength: Platform, compute and industrialized executionLarge SQL estates contain dependencies, bespoke integrations and varied application requirements. Coordinating platform capability, compute performance and execution discipline consistently at scale is a significant part of the modernization challenge. The ecosystem provides a practical way to bring those capabilities together. Microsoft provides Azure, Azure SQL and the wider data, analytics, AI, security and governance environment. Intel provides the Xeon compute foundation for demanding database workloads. At HCLTech, we connect these capabilities to the estate through assessment, engineering, automation and controlled delivery, using DBMyAssess, DBMigrate and the Migration Factory. This creates an operating model that connects workload evidence, technology choice, migration control and post-cutover capability.
