Today, Cohere shared an update on the progress of its existing investments in Canada and announced new commitments to further expand its presence in the country. The multi-year effort started in 2024, is now expected to create more than 1,500 jobs and deliver more than C$4 billion in R&D and AI infrastructure investment through 2031. At least 1,000 of these roles are expected to focus on AI research, engineering, product development and other advanced technical disciplines, further strengthening Canada's position as a global destination for top technology talent. The commitment is designed to expand Canada's capacity to build and deploy advanced AI while anchoring Cohere's next phase of global growth in the country where it was founded.
Canada produces some of the best AI research and talent in the world. The challenge is making sure more of that work turns into products, businesses and jobs here at home. Building and growing an AI company takes more than great research. It requires access to talent, infrastructure and opportunities to bring new technologies to market. Without those opportunities, Canadian companies and talent end up looking elsewhere to grow. Cohere's commitment is focused on creating the conditions for more Canadian innovation to become successful businesses, highly skilled jobs and long-term economic growth in Canada.
Over the longer term, Cohere expects to continue investing in Canadian talent, research, infrastructure and commercialization, helping strengthen the domestic capabilities Canada needs to compete in a rapidly accelerating global AI economy. The commitment also advances the ambitions of Canada’s national AI strategy, which aims to increase GDP by 3% and create up to 250,000 AI-related jobs by 2031. Achieving those goals will require broader adoption of AI across Canadian businesses and public institutions. In 2025, just 12% of Canadian businesses reported using AI to produce goods or deliver services. The Bank of Canada has identified wider adoption as a key opportunity to boost productivity, support higher wages, and drive new investment.
Cohere’s commitment is focused on helping close that gap through sustained investment across the full AI ecosystem, from talent and research to compute infrastructure and real-world deployment. By helping more Canadian organizations move from experimentation to production deployment, and creating more opportunities to develop and commercialize AI in Canada, Cohere aims to ensure that more of the economic value created by AI is built and retained in Canada.
As part of this commitment, which is already underway, Cohere expects to:
- Invest more than C$4 billion in research and development and AI infrastructure in Canada, between 2024 and 2031, spanning multiple provinces. This sustained commitment will support domestic innovation, strengthen Canada’s sovereign AI capabilities, and help ensure advanced technology continues to be developed in Canada.
- Grow its Canada-based workforce by more than 1,500 roles by 2031, including approximately 1,000 highly skilled technical positions across AI research, engineering, product development, infrastructure, and deployment.
- Invest in Canada’s next generation of AI talent through more than 250 paid student roles by 2029. These roles will give students hands-on experience at the frontier of AI and support pathways to build ambitious careers in Canada.
- Build a national network of university and research partnerships, starting with recently announced collaborations with the University of Toronto and the University of Waterloo, and building on existing relationships with Amii, Vector and Mila to connect Canadian research and talent with real-world AI adoption across the economy.
Cohere is already advancing this vision through significant investments and partnerships across Canada, including:
- A landmark C$309 million GPU cloud partnership with Bell AI Fabric, enabling Cohere models to run on sovereign Canadian infrastructure.
- A multi-year initiative with the University of Toronto to advance the responsible adoption of AI at scale.
- A collaboration with the University of Waterloo’s Future of Work Institute to equip students for AI leadership through specialized certificates and co-op programs.
Founded in Toronto, Cohere is building a global AI company from Canada while helping translate the country’s long-standing strengths in research and talent into highly skilled jobs, stronger domestic capabilities and long-term economic growth. The goal is not only for Canada to help develop the technologies shaping the global economy, but to build, deploy and capture more of their value here at home.
